At present, there are 83 LNG-fueled ships worldwide, including ships in operation and new shipbuilding orders signed, including ferries, coastal patrol boats, cargo ships, tankers and platform supply vessels. It is estimated that by 2025, the global fleet of LNG-fueled vessels will reach 3,200. As the EU plans to invest in 139 seaports and inland ports to build LNG filling stations by 2025, the time has come to standardize the development process, design and operation of marine LNG filling.
“In 2011, the ISO (International Organization for Standardization) Committee brought together the experience and knowledge of 30 industry experts from around the world, drafted and published the guidelines in June 2013. The ISO Guide precisely defines the design and operational concepts for LNG filling. And listed 24 functional requirements. However, it did not give a clear explanation on how to meet these requirements," Lai Pengbo said.
He explained that DNV GL began to combine its own knowledge and experience to meet the requirements of the ISO guidelines and introduced a more practical procedure. This recommended operating procedure will provide guidance to relevant authorities, LNG fuel suppliers and ship operators in developing design options and operational procedures to ensure the safety and effectiveness of LNG fueling. The recommended operating procedures are open for public consultation within the next 6 weeks. Subsequently, DNV GL will be updated and officially published based on industry input.
Jan Tellkamp, project manager for the recommended operating procedures, described the concept of the document: “The recommended operating procedures for this development are based on the experience gained from a large number of LNG filling projects over the past decade, while absorbing knowledge from other relevant industries. And experience, especially for the large LNG industry. This operating procedure covers all modes of filling LNG for ships and provides guidance on how to address the three major themes recommended in the ISO Guide – Planning, Design and Operations, Safety Management Systems and Risk Assessment. Guidance. The concept of 'layered defense' is detailed at the equipment and program level."
Lai Pengbo concluded: “These documents, including the ISO Guide and the recommended operating procedures for DNV GL, represent our operators looking for investment opportunities in LNG fuel ships or LNG filling terminals, reducing operational and technical risks. A major step. Our goal is to lead the need to meet this new, innovative and growing field. This recommendation is one of our important efforts to do so."
