Jiangsu Officially Introduces Pollution Indicators to Pollution Enterprises

Jiangsu will launch a trial of paid use of chemical oxygen demand (COD) emission targets in the Taihu Lake Basin, and pilot trials for the use of sulfur dioxide emission targets in the power industry. The Jiangsu Provincial Price Bureau, the Environmental Protection Department, and the Department of Finance jointly held a news briefing recently to announce that two pilot management measures will be formally implemented from now on. The “discharge indicator fee” will be included in budgets at all levels as a special fund for environmental protection management.
It is understood that the COD "sewage indicator fee" pilot industries include textile dyeing and finishing, chemical industry, paper making, iron and steel, electroplating, food manufacturing (monosodium glutamate and beer), and sewage treatment. Among them, the COD "sewage indicator fee" of the sewage treatment unit is priced at 2,600 yuan per ton per year, and the remaining six major industries are 4,500 yuan per ton per year.
The scope of the introduction of sulfur dioxide "sewage indicator fee" is the province's power industry. Different from COD “sewage indicator fee” charging fees according to all the indicators, some indicators were implemented for the exceeding of the power industry and new sulfur dioxide emission indicators. The "indicator fee" price standard for sulfur dioxide in the power industry is 2,240 yuan per ton per year.
