Chen Bin believes that the focus of the new automobile industry policy should address the following four major issues of the auto industry:
The first problem is blind investment and low-level redundant construction. In recent years, hundreds of billions of dollars have been invested in the automotive industry. The industrial structure in different regions has converged. There are 23 provinces and cities in the country that produce cars. The demand for the automobile market is very volatile, and the macroeconomic influence is very large. If no consideration is given to market risk, investments are arranged. It is bound to cause investment fever and there will be excess production capacity. A typical example is the sales of trucks, which increased by 77% and 67% respectively in 2001 and 2002 compared with the same period of last year. This year's growth from January to September was only 4.3%, and the increase in the first half of the year was 2.5%. However, several companies still invest heavily in heavy-duty trucks.
In some places, new investment hot spots such as the New Auto Trade City and the Auto Expo Center have emerged. A large number of large and medium-sized cities throughout the country are expanding the space for follow-up development of automobiles, investing billions or even tens of billions, so new industrial policies are avoiding blind investment. There are both guidance and control in terms of repeat construction.
The second is to accelerate structural adjustment. The structural problem has always been a major issue that has constrained the rapid development of China's auto industry. Last year, of the 123 automakers, only two had output of more than 500,000 vehicles; there were only eight companies with more than 100,000 vehicles and 95 companies with production capacity of less than 10,000 vehicles. From the point of view of the development of the international auto industry, auto companies with a production capacity of less than 1 million vehicles can no longer exist alone; 2 million enterprises are also facing a restructuring situation. In particular, after China's abolition of import licenses and import quota restrictions in 2005, the domestic market will be integrated with the international automobile market. Therefore, we must see that there is a huge risk in China's low-level redundant construction and expansion of production capacity. Must be eliminated, which will lead to increased bank bad debts, workers' unemployment, business bankruptcy and other serious consequences.
Third, the issue of independent development of enterprises. To solve the problem of independent development of enterprises, the government must reduce the power of administrative examination and approval and strengthen the management of the legal system. Second, the company must pay attention to the development of independent intellectual property products. Third, it must pay attention to building and controlling the company's product sales network. Government management should focus on establishing and improving a legalized management system to create a fair and competitive market environment for enterprise development.
Fourth, the problem of car sales. Automobile industry policies should eliminate irrational and illegal restrictions and rationalize consumer relations. Guide personal consumption, guide the development of low-energy, low-pollution energy-saving vehicles and alternative fuels for new energy vehicles, guide relevant departments and local governments to create conditions for consumers to use automobiles, and implement active, effective, and standardized management of urban parking facilities.
