In Zhangjiakou, on May 18th, the run-down stage, the abandoned water cellar, the deserted courtyard, and the yellowish tippien grass, the original 220-person ancient village has only 8 households and 13 people left. For reasons such as drought and water shortage, some areas in Hebei Province are creating “empty nest villages”, “hollow villages” and “empty shell villages”. This is a scene recently witnessed by the reporter of the China-Singling News Network in Wayugou Village, Xuanhua County, Hebei Province.
Extremely arid ancient village
Wa Yugou Village is located in Wangjiawan Township, Xuanhua County. It is located 15 kilometers southwest of the township government resident and has a history of more than 600 years. According to records of Xuanhua County, during the Ming Yongle Period (AD 1403 to 1424), Shanxi immigrants settled in this ditch and burned bricks and tiles. The name “Waiyagou Village” was renamed Wa Yugou in 1982.
Wang Yahui, deputy secretary of Wangjiawan Township, told the reporter that the township governs 32 administrative villages, 18 natural villages, and 8033 household registration population. However, the current permanent population is only 3,000. The basic old and the sick are disabled. Most of the young and middle-aged laborers go out to work. Last winter, there was no snow, and there was no effective precipitation this spring, which made it difficult for local people and livestock to drink water. Although the relevant departments have always tried to solve the problem of drinking water for humans and livestock, due to the low groundwater level and other reasons, there are seven Yinjiagou, Baishuyu, Wayugou, Wangjialiang, Sunjiaping, Dongsunliang, and Lijiagou areas under the jurisdiction of the township. The village is still seriously deprived of water. The wells have hit more than 200 meters deep, and they have not used water. The villagers can only rely on donkey carts to pull water near nearby water.
The road leading to Wa Yu Gou Village is a dry river channel filled with sharp rubble. Along the line, the shaded mountains are green and the sunny mountains are covered with yellow clay. There is a cluster of yellow weeds on the hillside. In Wa Yugou Village, an abandoned stage stands at the entrance of the village and it can be seen in past glory.
At the entrance of the village, the reporter encountered Zhang Qiyou, who was carrying a donkey and drinking water in the distance. Zhang Qiyou, 78 years old, told reporters that there is no water in the wells in the village. He has not bathed for a year, and he can only plant corn, millet, potatoes, yam and other drought-tolerant crops. "The days here are too bitter," he said, hoping someone would help them move to places where there is water.
The reporter went to Zhang Qiyou's old man's home and walked into the low cave, where a filthy smell came. The facilities in the house are simple. The reporters saw the buckets and the water tanks. Zhang Qiyou’s husband Feng Yinzhi took a look at the water tank in his home. The old man has three water tanks and only one tank has half a tank of water.
According to Li Zhong, secretary of the village party secretary of Wa Yugou, he began to serve as a party secretary in Wa Yugou Village in 1989, and from then on the village was short of water. The wells hit 150 meters. The underground is full of red clay and gravel, and no water can be reached. The villagers can only pull water farther away or drink rainwater. The Wayugou River at the mouth of the village is a tributary of the Sanggan River. He has not seen river water for more than 30 years.
Li Zhong told reporters that the fire engines in the village sent water once a week, and each household could only get six buckets of water. This water is only enough for humans and animals to drink. He has not washed clothes for two months.
There are four water tanks used by Li Zhongjia to hold water, and there are also several buckets. These four water tanks have different divisions of labor, some of which are filled with clean water, and some are used to precipitate turbid well water. Li Zhong said that the rain fell on May 11th, but the wells in the village’s mouth had only four buckets of water stored overnight. The reporter saw that the well water just called was muddy and there were mud and leaves floating inside.
Zhang Qiyou said that his family has not eaten vegetables for a long time. The village party secretary Li Zhong has a vegetable plot but only a few green onions. Li Zhong said that the land is too dry. Only the green onions can survive. This is the only vegetable in his family.
In the village mouth of the river, the reporter saw the well in the village. The so-called well water is a yellow mud. Li Zhong said that it would take a few days for clarification of well water to be available for human and animal consumption.
Villagers relocated to create "10 rooms and 9 empty rooms"
Wa Yugou Village is built on a hillside and there are uninhabited houses in the village. There is also an abandoned primary school. There are several table tennis tables on the playground, and the dilapidated courtyard is submerged in the yellow weeds.
Li Zhong, 55, is a young man in the village. He told reporters that because most of the people in the water shortage village moved their families to other places, three households were removed this year, and the rest were old people and disabled people. He said that there were 220 people in the village in 1989, but now there are only 8 households and 13 people, of which the age is 80 years old and the younger is 55 years old. Li Zhong lifted the sleeve and told reporters that his arm was disabled and he could not go out to work.
At the entrance to the village, Li Zhongyu told a reporter next to a plant full of purple florets that the plant is called Ma Lincao and is very tolerant to drought. He stroked this from the plant. There was hopelessness, sadness and hope in his eyes.
Before leaving, the reporter gave the only two bottles of mineral water in the car to Zhang Qiyou. The old man cherishes the water in his arms and leaves him alone.
In Yinjiagou Village, which is also short of water, the leader of the roadside wells does not have a drop of water. The two men took the donkey. The donkey carried a bag of yam on their backs. Because it rained a few days ago, they went to the fields to make yam. On the platform of the village entrance, seven or eight old people are sitting. The 75-year-old Qin Guilian old man told reporters that in the past, there were nearly 200 people in the village, but now there are only forty or fifty people, all of them are old people, and they are 55 years old.
Wang Jiawan Township Publicity Commissioner Tian Yongsheng told reporters that most of these “hollow villages” were relocated to Xuanhuayang Henan Town, which is near the Xuanhua District of Zhangjiakou City. Young adults went to work in factories or construction sites. Older people can only look at the gates. Or receive waste products to survive. Young people who go out to work find it difficult to live. They do not have the ability to take the old people who live in the village and live together.
Tian Yongsheng said that serious shortage of water, inaccessibility to traffic, and deterioration of the living environment are the main reasons for the phenomenon of villagers moving out of the country. Some local officials also believe that accelerating the process of urbanization is also one of the important reasons for the villagers to move out. Some villagers with better economic conditions also have to go to the city to buy property.
The drought-resistant fire situation in Zhangjiakou, Shancheng City is severe
According to the statistics of the Hebei Provincial Civil Affairs Department, in 2011, the province was affected by 856,000 hectares of total drought, of which 27,000 hectares were harvested and 11.28 million people were affected. As a result of the drought, 510,000 people experienced temporary difficulties in drinking water. The direct economic loss was 15.5. 100 million yuan. Since the beginning of this year, the average precipitation in the whole province has been 10.4 millimeters, which is 55% less than usual, and 180,000 people have difficulty in temporary drinking water due to drought.
Difficulties in drinking water for people and livestock are mainly concentrated in the Zhangjiakou area. According to the meteorological department, the increase in the temperature caused by climate change, the prolonged dry period, and the decrease in air humidity are also likely to trigger fires. At present, in Xuanhua County, county and township cadres are subcontracted to villages to prevent fire accidents. Only Wangjiawan Township has set up a number of fire checkpoints and watchpoints, and township cadres work in all rounds.
“Nine Decades in a Decade” is the climate characteristic of Zhangjiakou City. The early and early water shortages have become an important factor that restricts economic development in Zhangjiakou. According to data released by the Zhangjiakou Meteorological Bureau, the average precipitation in Zhangjiakou City during the winter of 2011 to the spring of 2012 was only 6.8 millimeters, which is 23% less than the average.
In Wangjiawan Township, Xuanhua County, the township and township governments began to use fire engines to send water to villages that are seriously deprived of water, and it has become history that villagers have taken more than 10 miles of mountain roads to collect water. However, due to funds and other issues, Wangjiawan Township can only send water once in three days, and it is difficult to fundamentally solve the problem of drought and water shortage.
As the upper reaches of Beijing and Tianjin, Zhangjiakou has provided abundant water resources for Beijing for many years, but it still has many difficulties in using water. The relevant departments had previously stated that most of the seasonal rivers have become dry rivers, the supply of groundwater has been reduced, the water level of the wells has declined, and the task of fighting drought has been extremely difficult.
