School buses, as a vehicle used to shuttle students to and from school, play a special role, its safety performance has received widespread attention from the society. Solang said that at present, some of the school buses registered by the vehicle management department in the district are private school buses and some are non-special school buses. Because they are related to the safety problems of students going to and from school, the inspection of school buses is stricter than other motor vehicles. According to the safety technical standards, all school buses in our district must be inspected once every six months.

For the non-dedicated school bus inspection standards, Solang introduced not only to meet the state requirements for special school bus safety technical standards, but also to meet other vehicle safety technical standards. This means that when the school bus is inspected, in addition to meeting the safety technical condition standards of other models, it is also necessary to check whether there is escape hammer, dry powder fire extinguisher, first aid kit, satellite positioning device with driving record function according to the special school bus inspection standard. , indicating lights, parking signs, whether there are emergency windows in the car, emergency exits, and whether the appearance of the vehicle has the school bus logo or other equipment. In addition, the requirements for school bus drivers are also very strict.

Unqualified driving school bus can be fined up to 20,000 yuan

The provisions of the "School Bus Safety Management Regulations" implemented on April 5th this year stipulates for school bus drivers: First, the driver should hold a corresponding driving license and have more than 3 years of driving experience; he must be over 25 years of age. However, it must not exceed 60 years of age; there must be no traffic accidents that lead to death or serious injuries, and records of motorists driving with alcohol or drunk driving. Secondly, in the most recent year, there have been no serious violations such as driving passenger vehicles, overcrowding, and speeding without a license. At the same time, no record of perfect scores has been recorded for the last three consecutive scoring periods.

In addition, Mima, head of the law enforcement department of the Public Security Bureau of the Public Security Department of the Autonomous Region, introduced that the traffic management department of the public security organ shall collect and forcefully retire motor vehicles for motorists who drive or assemble vehicles or meet the standards for end-of-life. The number of drivers is more than 2,000 yuan. A fine of not more than 5,000 yuan shall be revoked and its motor vehicle driver's license shall be revoked; a fine of more than 80,000 yuan but less than 100,000 yuan shall be imposed on the owner of the vehicle, and illegal gains shall be confiscated. At the same time, if a school bus service is provided using a vehicle that has not obtained school bus signs or a school bus is driven by a person who has not obtained a school bus driving qualification, the motor vehicle shall be detained by the traffic control department of the public security organ, and the owner of the school bus shall be 10,000 yuan or more and 20,000 yuan or less. Fines, illegal gains will be confiscated.

According to the provisions of relevant laws and regulations, when a school bus is parking a student on a road, it must be parked on the right side of the road, and a hazard warning flash must be turned on to open the parking instruction sign. On a road with only one motor vehicle lane, when the school bus needs to be parked in the same direction, the rear vehicle should stop and wait and cannot pass the car. When a school bus is parked on a road with two or more motor vehicle lanes in the same direction, the motor vehicles on the rear of the parked vehicle lane and on the adjacent motor vehicle lanes should stop and wait. Motor vehicles on other motor vehicle lanes should slow down. When the school bus is parked, the vehicle waiting at the rear can't honk or use light to hurry.

At present, with the increase in the number of cars in the Lhasa urban area, the road has gradually become crowded, and how to ensure the safe passage of school buses during the peak period of the vehicle has become an urgent problem to be solved. The "Policy for the Application and Use of Motor Vehicle Driving Licenses" (Decree of the Ministry of Public Security No. 123), which will be implemented on January 1, 2013, clearly stipulates that the school bus has the right of first-pass permission: Driving a motor vehicle does not evade the school bus as required.
