Innovation drives development: China's agricultural machinery development is full of confidence

The meeting gave a new task for the development of agricultural mechanization in the current and future period. This task is summarized by “machine substitution”. Although the basic function of agricultural machinery is to replace living labor, more farmers are liberated from the land. However, for a long time, the rural labor force is relatively surplus, and the substitution of agricultural machinery is not obvious enough. This is an important reason for the lack of endogenous motivation for the development of agricultural mechanization. Nowadays, China's urbanization process has accelerated, and agriculture has gradually entered a stage of relative shortage of labor. It has become more urgent to replace human resources with machines. Zhang Taolin, Vice Minister of Agriculture, stressed in his speech that it is necessary to focus on promoting the structural reform of the supply side of agricultural mechanization. Fundamentally speaking, it is to make more applicable agricultural machinery more widely used in all aspects and fields of agricultural production. Rural economic development provides strong support.

The meeting determined the new direction under the current agricultural mechanization development situation, that is, to pay more attention to innovation-driven and "three integrations", namely, the integration of agricultural machinery and agronomy, the integration of agricultural mechanization with moderate scale operation, the integration of agricultural mechanization and informationization. The three integrations reflect the process of agricultural mechanization as an economic, technological and social development. It is impossible to be independent and must be compatible with agricultural technical requirements, agricultural production and management models, and modern information systems. This is also the long-term development of agriculture. Valuable experience and basic understanding gained during the mechanization process.

The meeting affirmed the new mechanism for upgrading the level of agricultural machinery technology. In December 2016, the Ministry of Agriculture and the Ministry of Industry and Information Technology and the National Development and Reform Commission formulated and issued the "Agricultural Machinery Development Plan", which clarified the key directions and supporting measures for the transformation and development of agricultural machinery and equipment in the next 10 years, and cooperated with the Ministry of Science and Technology to launch the national key research and development of the "13th Five-Year Plan". In the 36 projects that focus on the special projects of “smart agricultural equipment”, the development of agricultural machinery has changed from a low level to a high level. The organization has established three scientific and technological innovation alliances, such as grain combine harvester, forage production machinery and facility agricultural equipment, to further build a government-led, enterprise-based innovation mechanism, providing technical support for strengthening supply-side reform.

At the meeting, the typical exchange speeches of the eight provinces and autonomous regions were the concentrated expression of the continuous innovation of agricultural mechanization management. Heilongjiang Province implements the "three-three" land rotation system - a new model attempt, Shaanxi Province promotes the comprehensive utilization of straw - new technology demonstration, Zhejiang Province accelerates the agricultural "machine substitution" - new equipment promotion, relying on Hubei Province The Beidou system promotes the integration of agricultural machinery and information technology. The use of new methods, the construction of “one town, one strong society” in the province of Jilin Province – the construction of new patterns, etc., are all actions that are explored and innovated from the actual work.

There is no end to development, and innovation goes hand in hand. During the period of strategic opportunities driven by innovation, the competent departments of agricultural machinery at all levels are full of confidence and are working hard to upgrade the agricultural mechanization work to a new level.
